Hi Christian,

I ended up getting some help from a colleague.  He created the rsa key on 
the svnserver and uploaded it to reviewboard. Made sure the rbuser on the 
system had the id_rsa.pub to match the one generated on the svnserver 
also.  I am able to connect now.
