Hello, the issue has been resolved.
For mimetype "application/octet-stream" the real type is guessed by application file.exe in module mimetypes.py. This application however wasn't in any of the directories inside PATH system variable. By adding the path to this application the "guess_mimetype" function began to work as intended and the types of files are now correctly recognized. Thanks to David for pointing me to mimetypes.
