   - [x] Here are some details about my PR, including screenshots of any UI 
changes:
   
   Currently, all metadata store directory-related components sit in the 
metadata store package in helix-rest. This place in helix-rest is a temporary 
placeholder; we want to move it into a separate module.
   
   This allows Metadata Store Directory Service to be decoupled from Helix REST 
in order to enable a Helix API service ecosystem.
   
   ### Tests
   
   - [x] The following tests are written for this issue:
   
   Existing tests for Metadata Store Directory have been moved into the new 
module.
   
   - [x] The following is the result of the "mvn test" command on the 
appropriate module:
