IMPALA-15481: Calcite planner: Add NVL2 support Rewrite unqualified NVL2 calls to IF with an IS NOT NULL selector, reusing IF validation and coercion. Tests: 20 Maven methods and 19 direct compiler cases on TY-01. Combined with 25004, 25006, 25009 and 25014: 44 Maven methods and 171 strict HS2 executions. HS2 uses native 2f022a5, codegen disabled.
