I don't want to hold you up with this nitpicking, but what if you saved the incoming convert_int96_timestamps constructor parameter to a member of ParquetTimestampDecoder (defaulting to false)? Then you don't have to pass it as a parameter to GetTimestampInfoFromSchema() and this part of the code would look cleaner.
