consensus: Fix NON_VOTER ack-counting bug
This patch fixes an issue where we were not differentiating between
replicating to voters and non-voters.
This enables the test written by Alexey and also makes some changes to
it. The test fails without this patch and passes with the patch.
TODO: Add a unit test in consensus_queue-test
