external_mini_cluster: actually default to system_unsync time source
Commit eb2b70d4b tried to do this but accidentally left the default number
of NTP servers at 1, which enables the built-in NTP client.
I also fixed an unnecessary parameterization of ExternalMiniClusterTest.
