Oh, this is a change in behavior of the _AWS NTP server_. I thought you were 
referring to a change in chronyd running inside the VM.

It makes sense that Amazon could have altered the behavior for instances of 
different classes/generations. I don't know why they'd do that, but at least I 
can see how it'd be possible.
