For legacy operations, we just call `Resources::apply()`. New operations
`CREATE_VOLUME`, `DESTROY_VOLUME`, `CREATE_BLOCK`, `DESTROY_BLOCK` are
implemented through CSI. Specially, `DESTROY_*` requires unpublishing
the resources first.
