For legacy operations, we just call Resources::apply(). New operations
CREATE_VOLUME, DESTROY_VOLUME, CREATE_BLOCK, DESTROY_BLOCK are
implemented through CSI. Specially, DESTROY_* requires unpublishing
the resources first.
