Framework operations `CREATE_VOLUME`, `DESTROY_VOLUME`, `CREATE_BLOCK`,
`DESTROY_BLOCK` are authorized. Respective ACL actions have been added
to the local authorizer. Currently access can only be given to either
'ANY' or 'NONE' resource providers.
