In fact, if we set the `numInnerIteration = 1`, which is the default
setting, then the `GradientDescentWithLocalUpdate` is identical to
`GradientDescent`. However, I think it is better if we have opportunity to add
new updater easily. End-user may have the requirement, for adding new
customized updater.
