@rxin we should ask for a JIRA for pull requests like this because if
someone else sees this bug, how will they find out if it's been fixed and in
which versions of Spark.
Also for this particular bug it might be better to track multiple
submission times if the stage is submitted twice rather than the approach here.
But I agree the one here is strictly better than what was there before.
