@mateiz I will update other `RDD[Array[Double]]`s in a separate PR to keep
this one clean. Instead of putting the converter to `Vectors`, I create a new
object `VectorRDDs` and put it there. Later we can add methods like `randn` to
`VectorRDDs`.
