@manishamde Could you take a look at the annotations for decision tree? I
marked all classes that users do not need as package private and a few
interfaces developer/experimental.
It would be easier to check the changes if you merge the changes, run
`sbt/sbt mllib/doc`, and then view the docs in a browser.
