SPARK-5744 [CORE] RDD.isEmpty / take fails for (empty) RDD of Nothing
Handle `take`, `isEmpty` for `parallelize(Seq())`.
As a knock-on effect of that fix: correctly handle 0 partitions in
`histogram`.
Plus tests.
