SPARK-5815 [MLLIB] Deprecate SVDPlusPlus APIs that expose DoubleMatrix from

Deprecate SVDPlusPlus.run and introduce SVDPlusPlus.runSVDPlusPlus with
return type that doesn't include DoubleMatrix
