[SPARK-5833] [SQL] Adds REFRESH TABLE command
Lifts `HiveMetastoreCatalog.refreshTable` to `Catalog`. Adds `RefreshTable`
command to refresh (possibly cached) metadata in external data sources tables.
You can merge this pull request into a Git repository by running:
