I know it well because I've introduced GitHub Action here and have been monitoring it. It's not a problem of the absence of the artifact at all. `Maven Central` is the ground truth. You are not considering my second case (2). `Maven Central` can fail on any artifacts like `Chill 0.9.5`. and `Google Maven Central` is not a valid fallback for that as we observed in your PR. Why `subset` can be a fallback of `superset`?
