Review comment:
If we decide it should we could add `expected_nargs:
Iterable[Iterable[int]]` to `_invoke_higher_order_function` and then pass it
down to `_create_lambda` to fail if it doesn't match the signature.
Or maybe change `funs` to `Iterable[Tuple[Callable, Iterable[int]]]`.
