In the PR, I propose to update the SQL migration guide, and clarify behavior change of typed `TIMESTAMP` and `DATE` literals for input strings without time zone information - local timestamp and date strings. ### Why are the changes needed? To inform users that the typed literals may change their behavior in Spark 3.0 because of different sources of the default time zone - JVM system time zone in Spark 2.4 and earlier, and `spark.sql.session.timeZone` in Spark 3.0. ### Does this PR introduce any user-facing change? No ### How was this patch tested? N/A
