This LGTM.
Curious, have you thought about how to properly capture this metric? I
haven't given this any serious thought but my first idea is that need to have
some extra bookkeeping to know what blocks are remote vs. local and then use
that in BlockStoreShuffleFetcher:unpackBlock() to write out the time taken to
read the block?
