It just targets where you want that fix to be landed. The general guide line is bug fixes only but it's judged case-by-case in practice. For example, I just backport minor documentation improvement when possible to reduce conflicts. The only thing wrong here is I merged #27626 mistakenly with the same JIRA here and @nchammas used the same JIRA mistakenly. There was just a bit of miscommunication, which we should avoid next time.
