    As discussed offline with @pwendell and @tgravescs we will have a 
`spark.history.acls.enabled`. If set to true, this will enforce ACLs on all 
applications. If the original application specified their own 
`spark.ui.acls.views`, we will honor them, otherwise we will impose the default 
restriction that only the user of the application can see it. If set to false, 
we will turn off ACLs for all applications, regardless of their original 
configuration.
