I searched all places called `AkkaUtils.createActorSystem`. I think it's
safe to hard code the system name. Not sure if I missed something. However, it
will break some tests since they may create two ActorSystems in the same test.
Since this is only the first PR of RPC, could we keep it now? I think
eliminating the system name will involve many files and make the RP hard to
review.
