I thought about that more, and maybe it's good to add a lower bar to avoid the weird case, listing files provides slightly more than maxFilesPerTrigger. The tricky part is deciding the condition to discard unread files (ratio based on maxFilesPerTrigger? static number?); logic to add would be straightforward.
