    [SPARK-6327] [PySpark] fix launch spark-submit from python

    SparkSubmit should be launched without setting PYSPARK_SUBMIT_ARGS
    
    cc @JoshRosen , this mode is actually used by python unit test, so I will 
not add more test for it.
