[SPARK-6286][Mesos][minor] Handle missing Mesos case TASK_ERROR
- Made TaskState.isFailed for handling TASK_LOST and TASK_ERROR and
synchronizing CoarseMesosSchedulerBackend and MesosSchedulerBackend
- This is related #5000
