Can we have more direct names like `OPTIMIZER_IGNORE_HINTS`? Maybe,
`spark.sql.optimizer.ignoreHints.enabled` like `spark.files.ignoreMissingFiles`
or `spark.files.ignoreCorruptFiles`?
