    @andrewor14 it's true if you don't cap the maximum cores then the first one 
will freely grab whatever it can. I think what I can do is that to ensure a 
user that set the max executors > 1 must also configure the max executor cores, 
and if they didn't I'll throw a exception to fail fast.
