Just for a bit of more contexts, the commits are regularly digested and shared into the dev mailing list after being summarized. The PRs introducing APIs are usually directly shared into the mailing list with PR links, and likely people visit PRs. Or people take a look for PR descriptions when they track the history for example. It's best to match the change and PR description. It's okay to forgot matching. It happens.
