cc @srowen and @HyukjinKwon . I dropped [my PR (for `core` module)](https://github.com/apache/spark/pull/29312) previously, but `master` branch seems to be almost ready for Scala 2.13 now. So, I'm doing another try to enforce this in GitHub Action.
