BTW, you don't need to put everything into `Dockerfile`. Let say, it's the same with the current one we are using `ubuntu:20.04`. Like you described, the contributor don't need to know about `pre-built image`. Instead, they can add new commands on GitHub Workflow file only. Then, it will be installed on the fly. And, we can move it at every release preparation.
