BTW, @dongjoon-hyun, seems like Ubuntu 20.04 changed its default Python version to Python 3 (?). I think that's why the error message shows a bit weird like `b'......`. I saw this symptom before. Can you try to remove this line https://github.com/apache/spark/pull/30232/files#diff-48c0ee97c53013d18d6bbae44648f7fab9af2e0bf5b0dc1ca761e18ec5c478f2R126 and install Python 2 always in the builds?
