That works for me. If doing that, though, should make sure that all the
call sites can handle URIs with a scheme, since `File.toURI` will return
`file:/blah`.
(Or maybe, @steveloughran , you're suggesting the change in a more specific
spot than `formatPath`? It's not clear since you didn't comment on a specific
part of the code.)
