### What changes were proposed in this pull request? Add a method named `blockManagerHeartbeatTimeoutAsMs` to `org.apache.spark.util.Utils` similar as `RpcUtils.askRpcTimeout` and `RpcUtils.lookupRpcTimeout` and use this way to ensure the relationship between `STORAGE_BLOCKMANAGER_HEARTBEAT_TIMEOUT` and `NETWORK_TIMEOUT` as we described in `configuration.md` ### Why are the changes needed? Ensure the relationship between `STORAGE_BLOCKMANAGER_HEARTBEAT_TIMEOUT` and `NETWORK_TIMEOUT` as we described in `configuration.md` ### Does this PR introduce _any_ user-facing change?
