@marmbrus i think we can not directly from RunnableCommand to
LocalTableScan in planner, that will leads to execute command twice as i
described before. So here is other two ways to do this:
1 add a rule in analyzer/optimizer to change RunnableCommand to
localRelation
2 revert to my first commit version
