### What changes were proposed in this pull request? The main purpose of this pr is to upgrade JUnit test framework from 4.x to 5.x. The main change as follows: - Introduce `junit-vintage-engine` 5.7.0 test dependency, then the JUnit 4 tests will automatically be picked up by the JUnit Platform launcher. - Introduce `junit-jupiter-engine` 5.7.0 and `junit-jupiter-api` 5.7.0, then the new tests suite can use the Junit 5 jupiter api ### Why are the changes needed?
