[Build] Enable MiMa checks for launcher and sql projects
Now that 1.3 has been released, we should enable MiMa checks for the `sql`
and `launcher` subprojects.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/JoshRosen/spark enable-more-mima-checks
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/5727.patch
