@brennonyork In the commit that says "removed license file for
SparkContext", shouldn't we have seen a specific error about "RAT checks
failed" as opposed to the generic ["some tests
failed"](https://github.com/apache/spark/pull/5694#issuecomment-97206718)?
From what I remember when I added those specific error messages to the
testing setup, the only time we should see "some tests failed" is when
something failed in a weird way.
License checks or unit tests failing should always yield specific error
messages.
