### What changes were proposed in this pull request? Use Apache 'closer' service to obtain mirror host, instead of using (defunct?) filename= syntax ### Why are the changes needed? The current method appears to no longer work. It no longer redirects to the download. Instead we form the redirected URL after obtaining the mirror host. ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested?
