Review comment:
       @imback82 - yes we need. Even in sort-based write, for every row we need 
to get partition values and/or bucket id, as we need to check if these values 
of current row are same as previous row's or not. If not same, a new output 
writer is needed. This is same behavior as original 
`DynamicPartitionDataWriter.write()`.
