Review comment:
How about this:
```scala
if (Netty.freeMemory > minRequestSize) {
unset the flag
}
```
?
* `minRequestSize` supposed to be the minimize request size of all the
pending requests(or block?).
I think this would mitigate the situation you mentioned.
