Yes I imagine this is an unrelated failure, so let's try again. however I'm
also sure that this change will require changes in a number of other places,
like the docs, the release script, and the Jenkins config. We'll have to
coordinate that a bit. Looping in a busy @pwendell -- better to get this in
early for 1.4.0? feels like we should.
