I'd rather say that should be considered as a bug instead of justifying the current behavior. The behavior of being able to specify incomplete format of timestamp is NOT an intention. The doc is very clear about the format of timestamp - `The provided timestamp must be in the following format: YYYY-MM-DDTHH:mm:ss (e.g. 2020-06-01T13:00:00)`. -- This is an automated message from the Apache Git Service.
