Review comment:
       But it works for the sub-classes of the FileScanBuilder, such as 
CSVScanBuilder, which extends the class SupportsPushDownCatalyst.  Is this by 
design ?  
   BTW.
     SupportsPushDownFilters 
     SupportsPushDownFiltersV2 
     SupportsPushDownCatalyst 
   We really need some descriptions or debug works to distinguish the 
difference between them.  Hope some merge or clarify works for this.
