Note that this PR should block until #6043 is merged. That other patch
renames 'unsafe' to 'managedmemory', which gives the components here nicer
names, like ManagedMemoryShuffleManager. I think that "managed memory shuffle"
sounds much nicer than "unsafe shuffle."
