…ing down ### What changes were proposed in this pull request? Avoid BlockManager registrations when executor is shutting down. ### Why are the changes needed? As describe in https://github.com/apache/spark/pull/34536 , `HeartbeatReceiver.expireDeadHosts` will not clean those `BlockManager` if the executor is killed with reason Executor heartbeat timed out. Executors could heartbeat timed out because of network issue, or some other reason like SPARK-20977 ### Does this PR introduce _any_ user-facing change? No ### How was this patch tested?
