### What changes were proposed in this pull request?
SPARK-37282 use code similar to `SystemUtils.IS_OS_MAC_OSX &&
SystemUtils.OS_ARCH.equals("aarch64")` to determine whether the current test
environment is `isAppleSilicon`. This pr extracted this duplicate code to
`Utils.isAppleSilicon` and reuse it in UTs.
### Why are the changes needed?
Remove duplicate codes.

No
