By the way, do we want to move these deps (in action yaml) to [infra/Dockerfile](https://github.com/apache/spark/blob/master/dev/infra/Dockerfile)? This will make CI more stable, but the bad is difficult to detect these failure in time, and during the Dockerfile upgrade process, can be a bit of a pain.
